However, according to a separate source, this visit has been canceled. The reported reason was that the German side could not make further arrangements.
This is considered a good reason for refusal. It is known that the Vietnamese side also treated the German Prime Minister’s visit to Hanoi coldly in August last year.

It is more beneficial for Vietnam.
It is unclear what the planned visit of the Chairman of the Vietnamese parliament to Germany is for? The Vietnamese National Assembly is no different from the Party because it is a gathering body consisting entirely of representatives of the Party and the government, it is just a disguised legislative body. Meanwhile, the German National Assembly, with two houses, is a true legislative body, representing the people. Therefore, if there was a visit to Mr. Vuong Dinh Hue, it would not be possible to exchange any experience on legislative issues between the two countries. Mr. Hue wanted to go to Germany for another purpose, the purpose of conveying the message of the Communist Party of Vietnam.
If it is a matter of the country’s economy, then relations are at the government level, but no one connects at the legislative system. Mr. Hue’s planned trip was planned right after the Communist Party of Vietnam called on Ms. Nguyen Thi Thanh Nha – former President of AIC – to surrender. Therefore, observers assess that Mr. Hue’s planned trip is just to give a sermon to get the German side to extradite Ms. Nguyen Thi Thanh Nhan. Because if you organize kidnappings again on German territory, it will be a big risk for the Vietnamese Communist government.
Mr. Vuong Dinh Hue and Prime Minister Pham Minh Chinh are considered two “war horses” in the two-horse race to win the position of General Secretary in the next 2 years. These two men also competed for the Prime Minister’s position at the 13th party National Congress, and Mr. Hue lost.
If the information about Mr. Vuong Dinh Hue’s visit to Germany being canceled is true, then it seems that the opportunity for Mr. Hue to give a “sermon” to the German government is gone. Furthermore, Taz daily also reported that the German side refused Vietnam’s extradition request. Therefore, it can be said that the chance for the Communist government to capture Ms. Nhan is not high, if not impossible.
In fact, Hue’s position as Chairman of the National Assembly is the least valuable to democratic countries among the four pillars of the Communist court. If Mr. Vuong Dinh Hue goes to Germany, it will only cause the head of the German legislature to waste time in vain. The Vietnamese legislature has no value for the German legislature to learn from, and the German legislature cannot be of any help to the Vietnamese legislature, because dictatorship and democracy cannot have anything in common. Therefore, the German side’s refusal is also reasonable.
The issue of Ms. Nhan’s extradition is at a deadlock. Some estimates say that if Ms. Nhan falls into To Lam’s hands, it would be like the political chess game at the top is over. But if Ms. Nhan still hides, at least until the 14th Congress in more than 2 years, there is still a chance for PM Chinh. Only then will the two horses become more attractive.
